ITIC Experts Participate in SADC Working Group Meeting

On 30-31 July, ITIC Advisors Liz Allen and Dave Hollinrake delivered presentations at the annual meeting of the Indirect Tax Working Group of the Southern Africa Development Community (SADC). The meeting, held in Pretoria, South Africa, was attended by 30 delegates from SADC’s 15 member states. 

ITIC looks forward to continuing the dialogue with SADC on important issues of tax policy and tax administration.

Seminar on Tax Reform Held in Vietnam

Over 60 public- and private-sector participants attended the recent Seminar on Tax Reform in Vietnam jointly organized by ITIC, the Vietnam Tax Consultants’ Association (VTCA) and Vietnam Chamber of Commerce and Industry (VCCI) in Hanoi.

During his remarks, ITIC Senior Advisor Wayne Barford spoke about the international experience on tax reform for direct and indirect taxes. Presentations were also made by representatives from the National Assembly’s Committee on Finance, the Ministry of Finance, and tax experts from the VTCA and the VCCI.


ITIC Launches EGS Program

ITIC is pleased to launch a new program on Energy, Growth and Security (EGS), which will focus on natural resources, infrastructure, and the energy transformations in Eurasia, the Middle East and around the world.

The EGS Program will be headed by our new Senior Fellow, Dr. Ariel Cohen, an expert in energy, economics, and geopolitics who is a non-resident Senior Fellow in the Atlantic Council’s Eurasia and Global Energy Centers.

Kazakhstan: “De-criminalization” of Some Fiscal Offences

We were very encouraged to see positive movement this week on an issue that has been on ITIC’s agenda in Kazakhstan for some time. A sustained focus by ITIC and other organizations has made high-level action more likely.

Following the Foreign Investors’ Council meeting on 5 June in Astana, Agris Preimani (EBRD Country Director for Kazakhstan) commented on “the possibility of amending the criminal procedural legislation – in terms of exempting the officials (and) organizations which voluntarily paid their taxes, fines, and penalties charged, from criminal liability for tax evasion regardless of whether the violation was committed for the first time or not.” He also stated that “We (the Council) also recommend an alternative definition of ‘large-scale’ and ‘particularly large-scale damage' for the application of Article 24.5 of the Criminal Code and improvement of the processes of administering and investigating tax criminal offences.”
